Depending on the scope and nature of our projects, ARCS works with established and well-known Vermont consultants.  The following table provides information about our associates.



Charlie Wilson, M.Ed.

Charlie Wilson has promoted, supported, and developed the integration of technology as a middle school teacher, technology educator, network administrator, and graduate school professor. He has written business software and provided network support for a variety of businesses.   He has been an advocate for using technology to learn in the K-12 classrooms and has made many presentations at technology conferences promoting the integration of technology in learning.  He has been a member of a variety of statewide technology organizations and is the Treasurer of Vita-Learn. 

Charlie has taught information technology networking, operating systems, and integration courses for St Michael’s College graduate Education Program.   He is currently an adjunct professor for Union University Master’s Program where he teaches technology integration to support transforming classrooms to become 21st century learning centers.

As a Technology Educator for the Williston School District, he provided the direction for the district to develop a 21st Century Learning Environment.  The school is recognized for integrating technology and transforming the classroom to prepare students for 21st Century Learning.  The district serves as an excellent example of the network and technology infrastructure needed to support the transformation of the district including wireless throughout the district.

Frank J. Watson, M.Ed.

 

Frank Watson is a well-known educational technology advocate who has been involved in education, k-graduate school for over 50 years. Thirty-nine of those years were in Vermont. Frank was executive director of Vermont Institute for Science, Mathematics, and Technology (VISMT) and Vermont Educational Technology Consortium (VETC). He started using information technology with teachers and students in the early 1980’s. He directed the University of Vermont College of Education Information Technology Program for over 15 years. He has conducted information technology audits in schools in VT, NH, ME, NY and CT.

Jon Bellum, Ph. D.

With over 10 years of experience working with online education and course development, Dr. Bellum comes with a sound skill set in web-enhanced pedagogy and assessment that stems from a broad base of working with technology and curriculum in post-secondary education plus senior-level program management. He currently provides team-based leadership and project management for instructional design and course-based assessment and supports faculty in developing online, hybrid, and web-enhanced courses through individual consultation and online training.

He previously served as the Assessment & Accreditation Coordinator for the College of Education & Social Services at the University of Vermont, where he was responsible for leading 15 professional programs through a multi-year assessment renewal to create an outcomes-based assessment system, including program management for the adoption and implementation of an online portfolio and assessment tool. He has taught face-to-face, online, and hybrid courses at the University of Vermont. Additionally, he has worked with faculty on creating and conducting program evaluations, developing web-sites and media to meet program objectives, and participated in a team to achieve national accreditation. He has also worked as a teacher and administrator in an international school setting.

Dr. Bellum has a Ph.D. in Administration, Curriculum & Instruction with a minor in Management Information Systems and a Masters in Educational Administration from the University of Nebraska, and a Bachelor of Science in Education from the University of South Dakota.
